As hopes for federal immigration reform legislation continue to languish, the President has stepped in to play an outsized role in shaping immigration policy over the past decade. These Executive Branch efforts have both garnered support and sparked resistance from state and local governments, and from immigrant communities.  Using my book Legal Phantoms as a starting point, I will talk about recent immigration-related executive actions, and explore the social, legal, and political consequences of these efforts.
